    Basic Principle：
    【Life First、 Health First】
    The first topic of construction corporation is to enhance the safety equipment , improve the working environment, reduce the ratio of occupational hazards, protect the labor’s safety and hygiene, advance the productivity, and reach the goal of zero disaster.

     
     
    Management Target：
    The major target of safety management system is to prevent and reduce occupational hazards, and improve continuously.
    Jenyi performs the safety system internally, and shows the safety commitment (including the implementation and certification) in accordance with the PDCA management system. The management cycle of PDCA is as the following：
       
    Implementation Framework：
    (一) plan
    The establishment of unit and personnel of safety hygiene management. Regulation and policy of safety hygiene management. Management target is separated as 3 stage namely short-term, medium- term and long-term. To evaluate the organization, systems and policies. The environmental unit performs the site management in accordance with regulations. The control process is as follows：
       
    (二) DO
    Enact the work instruction, regulation, Responsibility. Site person handle and notify the emergency status by the education training.
       

    (三) Check
    Perform the regular and irregular evaluation to check the safety performance by quantitative data. Evaluation program objectives are as follows：
    1.Maintain the zero disaster record within 10 years.
    2.Maintain the zero disaster record this year.
    3.Reach the zero disaster record of significant injury.
    4.The frequency of occupational accident is below 0.13 .
    5.Equipments and operations safety improvement is lower than 3 per month
    In order to cooperate with the company to reach this goal, self-check list will be the inspection point. Jobsite director, safety engineer, and foreman will inspect site safety environment, safety factor and status in accordance with the check list. If the inspection item is unreasonable, this check list will be revised according.
       
    (四) Action
    Collect and analyze the occupational accidents and accident investigation results during past years. Revise the regulation and SOP, then perform the training to prevent the next error or accident.
       
    Targeting：
    (一)Safety hygiene management can prevent the occupational accidents, maintain the safety and health of employees
    All staff shall follow the safety law to perform all safety affairs.

    (二)Safety Unit
    After the award of each project, to install the Safety Unit that is responsible for the overall planning, training, supervision, communication with the relevant Government authority affairs. And the full-time safety and hygiene personnel handle the all safety and hygiene affairs.

    (三)Safety Work Instruction
    To stipulate the duty, all procedure, standard operation procedure in the Safety Work Instruction.
     
    (四)Safety Management Procedure
    Prior to the construction, all construction stall shall attend the safety training, to hold the periodic informal discussion meeting and co-operation negotiation organization meeting, to enhance the management affairs of subcontractors.

    (五)Safety Inspection and training program
    All of the safety and health regulations shall be recognized by all staff. So that it is important to communicate with all staff. By training, observation the result to lead the concept of safety, quality, efficiency.

    (六)Automatic Inspection Implementation
    To perform the periodical inspection for potential hazard activities and equipment. And the site workman shall engineers shall provide the improvement.
