Zhenyi Construction Co., Ltd. undertook the "Chiayi P/S Exit Line Underground and Chiayi-Zhuqi-Fenqi 69kV Line Civil Engineering Turnkey Project" of the South District Construction Office of Taipower Transmission Office. In the early stage, in order to cooperate with the protest demands of the public, it held many coordination and explanation meetings to discuss The burial depth of the pipelines and the derivative matters of the combined construction took a lot of time and effort. This time, I was honored to participate in the "2022 Green and Environmentally Excellent Construction Site Evaluation" hosted by the Taipower Environmental Protection Office and won an excellent award.

 

For the promotion of this project and environmental protection operations, we have taken the following specific actions：

(一)Good neighborliness

The construction of the project is closely related and important to the local area. In addition to conducting community visits and purchasing local agricultural products before construction, road repair and cleaning services in the village are also actively involved in investment. In addition, the local government has requested that Jia 126-1 road be paved and paved as much as possible. Coordinate and communicate to promote good neighborliness。

 

(二)friendly environment

The construction access road in the P/S work area is fully paved with steel plates, and the runoff water grit chamber and runoff water grit chamber iron bucket are installed; and the vertical wells and culverts are cast in the field. The original plan is to use wooden mold assembly for construction. After consideration, the number of project templates reaches 10,000 m2, the cutting waste generated during the construction process has too much impact on the environment. Therefore, steel formwork was used for construction. Although the price is higher than traditional wood formwork, it can be recycled, reducing construction waste and reducing carbon emissions. In addition, cooperate with the competent authority to adopt and maintain the surrounding roads, and use manual and sprinkler vehicles to sweep and wash the road surface to avoid dust and sludge from affecting the environment. According to the progress of the project, the drainage facilities will reduce the bare ground surface in the base, and the surface runoff water will settle in the drainage well, and it will not be discharged outside the site until it meets the discharge water standard. In addition, green hedges are installed on the roads outside the work area to reduce environmental impact, and assist the construction area of the substation to regularly weed and clean up the environment, fully showing their efforts for a friendly environment。

 

(三)Implement environmental protection

  1.air pollution control：The perimeter of the base is set with a 2.4m-high full-blocking fence fixed on the ground, and an overflow-proof seat is installed at the bottom. Iron plates are laid on the vehicle paths in the construction site, covering more than 90% of the vehicle paths. Car washing equipment is installed at the entrance and exit of the car dealership in the base; a sedimentation tank with effective sand settling effect is also installed for recycling and reuse of wastewater. When carrying out land preparation or other operations that may cause fugitive particulate matter to be raised, cooperate with watering to suppress dust. When engineering materials, sand, gravel, earthwork or waste with dust emission properties are piled up in the base and in the earthwork storage area, completely cover the dustproof net. Lay iron plates on the bare ground in the base to suppress dust, and cooperate with watering measures. The body of the transport vehicle is fully sealed and tightly covered with a dustproof cloth, and the edge of the dustproof cloth extends to cover at least 15 cm below the upper edge of the body。

  2.Water Pollution Prevention：According to the design and approval, the establishment of a grit chamber was completed, and the deposited silt was cleaned by itself every week. Before the waste water and rainwater drainage ditch are connected to the drainage ditch of the work area, a sedimentation tank wider and deeper than the drainage ditch of the work area is set up to slow down the water flow rate so that the sediment in the water flow is deposited in the pool, and then the sediment accumulated in the sedimentation tank is regularly removed . The sewage generated by the car washing equipment in the work area is settled in the sedimentation tank and then discharged to the drainage ditch. The discharged water is sampled regularly according to the law. If there are unqualified items in the test, the improvement measures will be completed within the notice period. Oily wastewater, construction machinery waste oil and waste solvents are treated with qualified oil products for construction machinery and vehicles. Machines, tools and vehicles are handled by qualified maintenance plants, and no discharge is made outside the workplace and the environment. Take the aforementioned prevention and control measures from time to time every construction day to ensure the implementation of the prevention and control measures and record relevant self-inspection items for future reference。

  3.waste disposal：This project entrusts a professional organization to be responsible for the removal and disposal of general industrial waste, as well as the removal process and flow direction. This project is a construction project, and only valuable wastes such as concrete slag, steel bars and other metals and PVC pipe waste are produced, and no hazardous industrial wastes are produced. Set up garbage bins for resource classification, and distinguish recyclable (red), non-recyclable (blue) and glass products (orange) by color, so as to maintain the cleanliness of the construction site environment and the recycling and reuse of resources. Every day on the construction site, personnel are sent to inspect and pick up domestic waste to ensure the cleanliness of the construction site。

  4.Noise and vibration impact control：Strengthen the maintenance, oiling and proper operation of the machine tools to reduce the sound of the machine tools, and add a muffler if necessary. Operate construction machines correctly to avoid engine idling or overloading. Strengthen construction management, shorten construction time, avoid high-volume machinery running at the same time, avoid night construction as much as possible, and keep the volume to a minimum if necessary. Transport vehicles are required to slow down when driving through environmentally sensitive areas. The project base is located in the second type of noise control area, the average daytime volume of the control is 70dB, and the maximum volume is 100dB. Take the above preventive measures from time to time every construction day, and measure and record them to ensure compliance with control standards。

 

(四)Energy saving and carbon reduction                           

   In order to implement the goal of energy saving and carbon reduction, the construction of vertical shafts and culverts in this project uses steel formwork instead of traditional wooden formwork, and the carbon reduction amount of construction is 0.41 metric tons. The promotion of construction was changed to tunnel excavation construction, and the amount of carbon reduction was 140.56 metric tons. CLSM was mixed on site in the work area, reducing carbon by 202 tons。

 

(五)Innovation Highlights

   Solar image monitoring equipment (CCTV) is installed on the construction site, and the person in charge of environmental protection implements and uses it to manage the implementation of pollution prevention facilities and control the pollution behavior on the construction site. In addition, irregular aerial photography inspections are carried out to grasp the environmental conditions around the work area。

 

(六)Sophisticated as

   Set up an environmental protection agreement organization, and conduct regular communication agreements every month. Environmental protection symposiums are held every month to review and improve environmental protection issues. According to the established self-checklist and periodic inspections, if there are any deficiencies, immediately improve and deal with them. In addition, at least 4 hours of education and training are implemented for new workers when they enter the factory for the first time and once a year. Party A and Party B have achieved the best results in environmental protection through continuous agreement and continuous improvement。

    With the progress of society and the improvement of environmental protection awareness, in the construction of various public projects, the perfect planning and setting of relevant environmental protection measures is more important than the construction effect of the main body of the project. This project adheres to the concept of sustainable environmental protection, and carries out various environmental protection planning and management work. In addition to implementing various environmental protection measures in accordance with environmental protection laws and contract regulations, and actively cooperates with the guidance of Taipower owners to implement improvements and various refinements.
